THE RISING COST OF YOUR CHILD’S EDUCATION

It is said that in Japan it costs the average breadwinner 25% of his after tax money to educate his children. In South Africa if you want just a half-decent education for your child, we could be heading in the same direction. It has got to the stage where parents will need to start saving from the day of the child’s birth and will have to budget for over a million rand to put that child through its entire schooling and university.

The good news is that there is a vast array of investment options out there that you can use. The challenge for low-income parents is that most of these vehicles require significant minimum contributions. A few years ago Asisa (Association for Savings and Investments SA) launched a savings fund especially designed to help these parents. It is called the Fundisa Fund.

Last year a total of 12 000 Fundisa investors shared in an annual bonus payment of R4.8m. In addition to the bonus payment, each investor benefitted from the 6.65% returned achieved for the 12 months ending November 2011 –which translates into a total return of 31.65% for the first year on the R2400 invested.

An account can be opened in the name of each child with a minimum investment of R40 per month. The annual bonus is funded by the savings and investment industry with a commitment from the Dept of Education to also contribute in the future. Investors can during times of financial crisis withdraw their savings, but they will not receive any of the bonus payments. To ensure that the money saved is used to pay for a child’s education, the bonus payments fall away if the investment is withdrawn and can only be claimed if you pay for the child’s education at a government-recognized public institution.

A note to grandparents: instead of the toys that you give your grandchildren as gifts – and which will be junked within months of being received – put aside a little money for them each month which will be available for them when they reach high school or university.

ADDING FUEL TO THE BANK CHARGES ON CREDIT CARDS

As more and more garages accept credit cards for fuel, it appears that the banks now charge interest from date of purchase for this type of transaction.
The banks on the other hand argue that fuel transactions on a credit card carry no costs as this is regarded as a regular retail purchase. But credit card
statements indicate otherwise.

The Star’s Personal Finance looked at the cost of using cash, debit cards and petrol cards and of all the methods of payment – credit cards came out the most
cost-effective. However, readers reported to Personal Finance that the story was inaccurate – they are charged a transaction fee as well as interest from the
date of purchase when using a credit card to pay for fuel.

In the end Sugendhree Reddy director of banking at Standard Bank admitted as much. The article also quoted Arif Ishmail of the Payments Association of SA
as saying “a fuel purchase must be treated as a retail purchase and not a cash advance”. Reddy said Standard Bank was reconsidering its position and by the
end of January would like to have rectified this.

Personal Finance then contacted ABSA, Nedbank and FNB and all confirmed what Ishmail had said. Barrett Whiteford, head of FNB Credit Card Marketing
says a Linked Petro Card is a non-Visa labeled FNB card that is linked to a credit card account and the way the banks charge for these products is
different. But at the end of the day there are two cards and one statement.

After Standard Bank owned up to treating fuel transactions as cash advances (so did FNB) Personal Finance asked Pasa what it was doing about this
breach of rules by its members to which it replied that this matter would be dealt with in terms of the Pasa constitution and policies. Pasa constitution allows for
the Council to impose a fine not exceeding R1 million and penalties would be based on factors such as the nature, duration, gravity and extent of the matter.

HOW DO YOU GET YOUR NEWS?

I dislike buying newspapers because at the end of the day 30% of it is the scandal of who’s into who, who’s
suing who and other gossipy bits. Added to which are the glitzy social events that celebrities are attending with all the minute details about what they wore, what they ate and who their latest lovers are. 30% is about the daily wrangles of the politicians and the corruption that is an ongoing sport in this country.

Thankfully 5% is devoted to the sports pages – and those usually have action shots of our chaps on the cricket pitch and that place of murderous intent the rugby field. Which leaves what – 20% devoted to the “real” news around the world. At the cost of printed media today, that to me is a total waste of money. And then nogal I have the responsibility of getting the papers to a place where they will be recycled.

Besides which I don’t have the time to read the dailies whilst enjoying a leisurely breakfast or putting my feet up at the end of the day with a whiskey and soda. There’s the husband and the dinner to attend to, there are
children to get off to school in the chaotic madness that occurs in our household in the mornings by which time
am ready to go back to bed – let alone get embroiled with the affairs of the world.

That is why I like to get to know what the planet is doing through the Internet or the social media. In fact the ideal situation for me is to be able to go to a website which is dedicated to giving its readers out there the most
up-to-date news. That way you are ahead of the pack and also informed before the newspapers hit the streets.

Then I can look at what interests me and leave the rest to the next person who is visiting the site. And all that with very little effort as well – because I am busy working on my PC for most of the day anyhow. Bring it on please…..

DEBT CONSOLIDATION: Part 4

Debt consolidation loans for people with bad credit really can, in many ways, benefit you because if you’re
looking for a way to get your finances back under control, then debt loans could be the very solution.
Service fees, initiation fees and insurance charges are not duplicated, which represents quite a saving for
customers. This obviously means more money left at the end of the month – or a quicker repayment of the total
debt consolidation loan amount. A typical basket of costs can be reduced by as much as 20% per month
through debt consolidation.

Cost of a debt consolidation loan

Loan amount R12 000 R15 000 R25 000 R32 000
Loan term (months) 36 42 48 60
Fixed monthly repayment R733 R830 R1,199 R1,351
instalment as a % of capital 6.1% 5.5% 4.8% 4.2%
TOTAL REPAYMENT R26 385 R34 864 R57 537 R81 086

Ask for a settlement quote from each of the institutions with which you have loans then take the quotes to one
bank and get a quote on consolidating the debt. This quote should detail every cost involved in a debt
consolidation loan, including administration and insurance fees. And if the bank is not giving you this, then you
are at the wrong place and need to do some further shopping around for the best possible debt consolidation
package. Never mine all the extra trouble, the saving will be worth it.
